| What source books do you need for a psionic player character? Is there a specific race/class you need to choose to have psionics? |

The only psionically active race available as a PC is val. You'll need a copy of the Player's Guide to Arcanis for the race and currently a copy of the Expanded Psionics Handbook for the psionics. In less than a month or two the Psionics Unbound expansion PCI put out will completely replace the Expanded Psionics Handbook for the psionics rules for Arcanis. If you don't already own EPH, I'm not sure whether it's worth it to pick it up.

IMO it is definately NOT worth picking up the Expanded Psionics HB. The psionics are included in the SRD. Further they are largely reprinted and expanded in Psionics Unbound (with the unfortunate initials PU).
Paul is mostly right when he says you need to be a val to be psionic. There are certs out there for members of the mourners of silence (secret society) that enable traditionally non-psionic characters to become psionic. When PU vomes out presumably the mist wanderer class will also open up that option.
