Humm...

My Witch Hunters got into a fight in a tavern last night...

One of my players asked if he got a bonus when he has a height advantage while standing on the bar.

I dunno how to handle that.

I cannot lower the Target Number of 7, and adding another dice because of height seems pretty high.

What is the best way to handle this?

On page 108, one of the listed examples of Fighting Modifiers table is attacking from high ground, which grants a simple +1 bonus dice.

Well there is a variety of methods and tactics you can use to take away a height advantage. Movement such as slip/duck/bob/weave, body movement and footwork. You can also use fakes to move his hands around and create openings and baiting attacks to bring him to you for the counter.

Considering your training background I would start with what you know and do well, footwork and kicking. Practice your push, side and roundhouse kicks from an MMA or modified boxing stance to keep your more squared up making you able to attack from both sides easier.

Throw your round house kicks to the low body and high thigh....right in an area that tempts him to lower his hands to block. Once it becomes a habit for him fake the kick and explode with your strait punches.

Use your lead leg side kick to intercept his jabs or crosses depending on which leg he has forward. Practice keeping your hands up and executing your side kicks from a more upright position than is common in TKD. I do t his by circling my knee rearward and up taking advantage the circular movement of the hip, then thrusting it forward at the end of the circular stroke. This enables you to generate power without leaning rearward and dropping your hands. You can then fake this after a couple of good landings to lower his head as well. I like to fake the lead leg side kick and leap into a power jab.

Footwork:

Use your feet to keep moving yourself from right in front to 45 degrees on each side of him. If you can get quick enough to do this instead of relying on blocking for defense against punches you can create a lot of useful angles.

Elbow shields! The way I do elbow shields is from a normal stance/guard I bring my hand up to my forehead and brush it to the back of my head, like I am slicking my hair back. This keeps your arm in line with your center. Cup the base of your skull with your fingers and keep your forearm pressed tight to your cheek bone.

This is your basic elbow shield, your most versatile block. Now, use them offensively by blitzing into the punch with an elbow shield with the intention of making contact with the tip of your elbow. If you can't get in close enough to touch him with it throw a combination of elbow shields from each side. This will get you inside his reach. Most peoples natural reaction is to lean and leap backwards use this opening for your kicks to the legs and body.

Well, while standing on the bar does indeed provide you with a reasonable height for "higher ground", I would argue that by it's very nature (long, thin & often cluttered with bottles, drinks and possibly dishes) that it would not be a good source for a solid footing from which to fight. IMO, fighting from on top of the bar would usually be as much of a hinderance as it would be an advantage.
