There are many talents that are limited, not tier, and have requires, why? The only way to acquire these talents are through the paths.

Probably in the eventually of having something say "This talent is no longer limited for you" perhaps? Other than that, maybe just to indicate a qualitative 'power level' for the talent. Something requiring Prowess 8 is likely more powerful than something requiring Prowess 5.

Or for home games where you decide a certain Path might be better served by a particular Talent, or that certain Paths don't exist in any alt-Arcanis you come up with. So long as you're just playing with the system as a home brew and not the Campaign, you *can* change things, and Paradigm has to account for that. It's why "Harvester" is an available Background in the core book, why there's already Tier V stuff despite the fact that it will take the Campaign years to get there, etc...
