I'm wondering what the reasoning is behind having skills as a flat rate and attributes at an exponential rate when they both max at 5.

Hello,

The short answer is: Logical progression.

Longer answer: It is much easier to get better at a skill than to increase your natural abilities. I can learn how to hoist a sail a lot faster than I can increase my natural strength or Stamina.

So to reflect that, the system was designed as you see it now.
